ABSTRACT
This research is based on law 12,651/2012, which made it mandatory to register all
Brazilian rural properties in the Rural Environmental Register System (SICAR), by
means of the Rural Environmental Register (CAR), regulated by Decree 7,830/2012.
The CAR was initially implemented in the State of Mato Grosso, in 2008, by means of
Complementary Law No. 343/2008, with the MT-LEGAL program, in order “to promote
the regularization of properties and/or possessions of rural properties and insert them
in the Rural Environmental Registration System and/or Environmental Licensing of
Rural Properties (SLAPR)”, under the supervision of the State Department of
Environment (SEMA). In 2012, it was implemented in national scale with some
modifications. Therefore, it is intended to make an analysis, by means of cartography,
of the properties selected in the SEMA database, of the problems and cartographic
frauds that can be found, such as overlapping with other properties, displacement, nonvectored
watercourse, among other things, which are not in agreement with the
legislation and with the rules, standards and manual of procedures of the
Geoprocessing Coordination Office, maked by the SEMA. 9 rural properties were
selected and had their registration errors presented and approved in order to improve
the CAR system of analysis. Nine rural properties were selected and analyzed and
presented their registration errors. They were identified in rural properties chosen
problems such as suppression of hydrography and consequently the permanent
preservation areas, illegal deforestation, occurred after 22/07/2008 and/or within the
designated area as legal reserve, overlaps between the registered properties that
reflect the structure chaotic land of Brazil, finally errors that should not occur in rural
environmental registry, which has as one of its purposes to environmental
regularization.
